The opener is obliged to accept the transfer. The reason is to declare the contract from the strong hand.
The opener promised a minimum of 2 cards in each suit, therefor the responder can decide which contract to play with a weak hand: passing 1NT or transferring and passing the accept.
Further bidding is natural and the responder can bid a second suit below 3NT, bid an NT contract with only a 5-card, and give the opener a chance to pass (with 2-cards) or correct (with 3-4 cards). The responder can auto-raise the suit with a 6-card and invites with 3♥/♠ or bid the game with 4♥/♠.
